Roosevelt Rose allegedly struck 49-year-old Florence Ngwu and pinned her between two parked cars on May 8 around 8:30 a.m.

A video from the scene showed Ngwu’s horrified daughter screaming “Mommy, Mommy!” as neighbors called 911.
