Man, 32, charged in attempted rape, robbery at Riverside Park

NEW YORK (1010 WINS) -- A 32-year-old man was indicted Thursday for sexually assaulting and robbing a woman walking through Riverside Park last month, the Manhattan D.A. announced.

Luc Tatchiem Noubissi was charged with attempted rape, robbery, sexual abuse and assault.

According to court documents, at about 4 a.m. on July 20, Noubissi approached a 32-year-old woman in Riverside Park near West 60th Street, blocked her path and insisted she talk to him.

When she refused, Noubissi attacked her, groping her and attempting to remove her dress, breaking its strap, officials said. He then pulled her hair and took her phone when she attempted to call 911.

The victim screamed and fought back, and they struggled on the ground. Noubissi eventually fled, and the woman was able to ask a passerby to call 911.

Noubissi was arrested that same afternoon by members of the NYPD’s Manhattan Special Victims Squad.

"Particularly in the warm summer months, New Yorkers need to know they can safely use our city’s many beautiful waterfront parks," D.A. Alvin Bragg said. "This individual allegedly attacked and sexually assaulted a woman in Riverside Park, and then attempted to prevent her from calling 911 by stealing her cellphone. Despite that, this brave survivor was able to call with help from a passerby, and I thank the NYPD for its quick response."
