The incident happened around 2 p.m. at the intersection of Walton Avenue and East 169th Street in the Concourse section of the borough.

Police said Craig Carter, 41, who is an employee with the Department of Environmental Protection, was involved in a vehicle collision with another individual who tried to flee the scene.

As the driver tried to escape, he allegedly made contact with Carter’s leg, police said.

Carter was not injured and proceeded to chase after the other vehicle, which came to a stop at the intersection. The driver of the car exited the vehicle and the two got into a verbal altercation.

Authorities said the incident escalated and Carter proceeded to punch the driver, identified as 26-year-old Jonathan Villar, multiple times.

Officers responded to the scene, and both Cater and Villar were arrested and charged with assault. Cater was also charged with harassment.

Both Cater and Villar refused medical attention at the scene.
