Sidney Wolf, 43, was killed on the Coastal Highway in the town of Dewey Beach early Sunday morning, according to Delaware State Police.
Cuomo mourned his former senior policy adviser in a tweet on Tuesday evening.
“Shocked and saddened to hear this tragic news,” the former governor tweeted. “Sid was a phenomenal public servant who worked relentlessly for the betterment of all NY’ers.”
“My heart goes out to Lindsey and his two young daughters,” Cuomo added.
According to police, Wolf and five of his friends hired a Lyft driver to pick them up in Dewey Beach and take them back to a home in Bethany Beach around 1:45 a.m. Sunday.
At some point during the ride, a “disagreement occurred” between the group and the driver, who ultimately “terminated the ride and stopped in the middle of the southbound left lane and demanded all six passengers exit the vehicle,” police said. The nature of the dispute is unclear.
After the group was kicked out of the Lyft vehicle, an approaching Toyota Corolla struck Wolf as he was in the roadway.
Police said the driver of the Toyota, a 27-year-old man, changed lanes to avoid hitting the back of the stopped Lyft vehicle but didn’t see Wolf standing on the road after exiting the right, rear passenger seat.
Wolf, of Maryland, was pronounced dead at the scene.
The five people he was with were not injured, according to police.
The Toyota driver pulled over and remained at the scene.
However, the Lyft driver fled the scene and was still at large Wednesday. Police said he hasn’t been identified and may have been driving a white Honda Pilot.
An obituary said Wolf was a "people magnet and was the first to welcome you with a hug; his life force was unmistakable and irresistible."
"He effortlessly collected friends and treasured family above all. To see him with his daughters was to see love embodied," the obituary continued.
A funeral for Wolf was planned for Wednesday in St. Louis.
