The Rangers had until Thursday at 4 p.m. CT to extend the qualifying offer to Perez.
The deal comes just days after the Rangers acquired starting pitcher Jake Odorizzi from the Atlanta Braves, in one of their biggest moves yet this offseason.
Perez, 31, was named to his first All-Star roster in 2021. He was 12-8 with a career-low 2.89 ERA and 1.26 WHIP in 32 starts.
The Rangers will now turn their attention to other free agents on the market, as they attempt to improve and make a push towards returning to contention next season.
