Millbrae man charged with murder after victim he repeatedly drove over dies from injuries

The man whom San Mateo County Sheriff's officials allege ran over a woman with his SUV several times in Millbrae last month now faces murder charges.

Garrett Young, 23, was originally charged with attempted murder after detectives determined he hit a woman "at a high rate of speed" before repeatedly running her over early on Sept. 21. The woman was found face down in a Starbucks parking lot on 513 Broadway Ave.

The sheriff's office said the woman, whom San Mateo County District Attorney Steve Wagstaffe identified to Bay Area News Group as 53-year-old Gryselda Joseph, died of her injuries just before 11 a.m. on Wednesday.

Officials said they would upgrade Young's charge to murder as a result.

Joseph was unhoused, according to the group's report. Prosecutors told Bay Area News Group that Young was angry with Joseph for being "mean" to him at the Millbrae Safeway where he worked. She allegedly told him he wasn't doing his job, yelling at him about the bathrooms not being clean. The parking lot in which Joseph was found is across the street from the Safeway where Young worked.

Wagstaffe said doctors' assessments of Young's competency to stand trial are due Nov. 15. The 23-year-old is being held, without bail, at Maguire Correctional Facility in Redwood City.

If Young is found guilty of premeditated and deliberate murder, he could face life in prison. Wagstaffe told the group that Young's murder charge also includes a special circumstance of murder by lying in wait.
