Lake County News reported that Flanagan and his friends were staying at a vacation rental to celebrate his birthday when they decided to kayak towards Rattlesnake Island.

Flanagan was last seen by his girlfriend at approximately 4:45 p.m. on Sunday while kayaking near Clearlake Oaks Boat Launch.

His girlfriend made contact with him on his cell phone at 5:08 p.m. and he assured her he was on his kayak and "okay." Officials said all subsequent calls went to voicemail. He was reported missing to authorities at 8:20 p.m., prompting a search by the Lake County Sheriff’s Office Marine Patrol Unit in the days that followed, resulting in Thursday's tragic discovery.

An autopsy is scheduled for next week, authorities said.
