During an annual state of the city address, San Jose Mayor Sam Liccardo has admitted that homelessness is his city's greatest failure.

Starting off the hour-long presentation, Liccardo pointed out that he typically focuses on local success stories. "But I'd like to start an honest conversation that begins with our greatest failure, homelessness," he said.

It's a failure that Liccardo takes full responsibility for. He argued that to make meaningful progress, a new approach is needed.

Luckily, San Jose already has a blueprint with city rehousing efforts launched since the beginning of the pandemic.

"I propose that we get 1,000 quick-build apartments under construction or completed by the end of next year and convert 300 more motel rooms by that time," Liccardo stated. "Doing so will get more people off the street faster and more cost effectively."

The mayor's remarks also touched on the issues of public safety and urban blight, but ultimately closed out saying that for all the city’s challenges, its future remains bright.
