BART and regional rail providers are pursuing a second transbay crossing in new plans unveiled Wednesday.

BART and the Capitol Corridor Joint Powers Authority said the plan, called Link21, has a goal of connecting 21 counties across the Bay Area, including Sacramento, the northern San Joaquin Valley and Monterey Bay. At the project's center is the much-discussed second transbay crossing between Oakland and San Francisco, both for BART and regional rail.

According to the website, some projects may take until 2040 to complete.

The total cost of the new Transbay Tube is estimated at $29 billion.

This comes as the Metropolitan Transportation Commission is allocating $103 million to the transit agency in the first batch of new federal emergency relief funds. BART will use $55 million of that funding to close this year's budget deficit.
