Video released 30 minutes later shows a San Francisco fireman propelled down the cliff and harnessing himself to the man, who was wearing a blue hat, black shirt and brown backpack.
He was raised to safety at approximately 7:57 a.m. and officials tweeted he will be "okay."
Fire department spokesperson Jonathan Baxter told KCBS Radio that the man went down the rocks because "he was curious."
"This is why you need to stay on designated paths and trails," Baxter said.
