St. Louis City aldermen passed a pilot program on Tuesday that would give $500 a month to 440 families for 18 months.
Alderwoman Shameem Clark Hubbard authored the $5-million plan. She heard some criticism from other aldermen who wonder how the city will decide who qualifies for the plan of the thousands of people in the area living in poverty. Clark Hubbard said she knows it's just an experiment to help a few people.
“There is no program on earth that services everybody that qualifies for it, everybody that applies for it — none,” she said. She added that it gives the city an opportunity to show some leadership.
The Universal Income program is part of a $47 million overall spending plan that won easy approval by the board.
