Developer breaks ground on $1 billion redevelopment of former Collin Creek Mall

A developer has broken ground on a project to replace Collin Creek Mall with a $1 billion mixed-use development. The mall in Plano opened in 1981 and closed in July of 2019.

"Residents were begging for this redevelopment because it is such a big part of this east side of Plano," says Rob Romo, project manager and vice president for development at Centurian American.

Collin Creek will include 400,000 square feet of retail, restaurants and entertainment. Centurian American is using part of the mall's building; the building that housed JC Penney will be demolished next month.

Construction is also starting on town homes on part of the 100 acre site.

The project will also include apartments and office space. Collin Creek will ultimately include nine acres of parks and 1.6 miles of trails.

"What this is allowing for is truly retail re-imagined with health and wellness and other components to it," Romo says. "It's not just going to be your typical regional mall set-up."

Centurion American is also building an underground parking garage that can hold 2,000 cars. The Plano City Council and Planning and Zoning Commission have been meeting and approved most of the project. The city is also providing incentives.

Romo says the city is now reinforcing a culvert to allow construction nearby.

"They've been fantastic," Romo says. "They have worked tirelessly, truly as a public-private partnership."

Romo says grading and surveying are ongoing now. Construction on the first phase should be complete in 2024.

Up to 6,000 people are expected to live at Collin Creek. Construction will include 2,300 apartments and 500 town homes.
