
City of Dallas officials and first responders were caught off guard by the record rainfall last month and it showed in their flood response, that's according to a new report.
The National Weather Service issued a flood watch ahead of the storm, but underestimated the amount of rain according to Rocky Vaz, Dallas’ emergency management office director.
Police officers used their patrol cars to block flooded streets for hours because they didnt have enough barricades.
A reports indicates there was no coordinated response between the police, fire, public works and emergency management departments during the first several hours of rainfall, Vaz told the City Council.
There were nearly 11,500 emergency calls over the two days but not enough call takers.
East Dallas and the Fair Park area in South Dallas among the areas hit hardest, seeing as much as 15 inches of rain. More than 1,300 damage reports have been filed by residents.
