At the heart of Wolf’s five-point plan is a proposal to expand the cap and eligibility for the state’s grant program for economic, cultural, and civic improvement projects known as the Regional Assistance Capital Program.

Mayor Kenney praises the proposal, saying it would go a long way toward ensuring schools are free of harmful toxins. When asked for comment, a spokesman for the state House Republican majority leader said only that the budget season is just beginning.
The spokeswoman for Senate majority Republicans says that they look forward to examining the full proposal as part of the budget process.
