PHILADELPHIA (KYW Newsradio) — Philadelphia City Councilmember David Oh introduced a bill Thursday that would give at-large council members the chance to fund special projects.

The bill would allow at-large council members to bring recreational assistance activities to the Philadelphia Activities Fund board of directors for funding consideration.

City council members who represent one of 10 geographical districts give out $200,000 in grants to community groups every year, which earns them points at election time.

Oh introduced the bill because he wants members like him, who serve city-wide, to have the same opportunity.

But Council President Darrell Clarke didn’t give the bill much of a chance, noting the activities fund is controlled by the mayor.

“Realistically, I don’t think that’s going to get a lot of traction with the executive branch,” he said.

Also hurting the bill’s chances is Oh not being around to shepherd it through council, as he plans to resign in February to run for mayor in the Republican primary.
