CHICAGO (WBBM NEWSRADIO) — Chicago alderpersons have given preliminary approval to some $11 million to settle lawsuits alleging, in one case, an unjustified Chicago police killing and, in the other, a wrongful imprisonment.
The City Council Finance Committee voted unanimously to award nearly $7 million to Norman McIntosh, who spent about 15 years in jail for a murder he didn’t committee.
McIntosh was arrested for a drive-by shooting that killed a rival gang member. Deputy Corporation Counsel Jessica Felker said police claimed McIntosh was identified by witnesses and his car matched the one used in the murder.
McIntosh said his car had been impounded, which was the truth.
“Years after the trial, in 2015, all of the victims recanted and stated they falsely identified Mr. McIntosh,” Felker said. “Mr. McIntosh claims that the detectives fabricated their police reports about the identification procedures and coerced — and otherwise suggested — whom to pick.”
The City Council's Finance Committee also approved, though not unanimously, a $4.25 million award for the family of Maurice Granton Jr.
Granton was shot to death while fleeing police, and a drug arrest, in 2018. Assistant Corporation Counsel Caroline Fronczak said while he may have been armed at one point, video shows he wasn't armed as he was shot trying to climb a fence.
COPA determined his fatal shooting by police was unjustified.
Those, and other settlements, will go before the full City Council Wednesday.
