Father blames Illinois DCFS for his 8-year-old daughter being allegedly murdered by her mother

CHICAGO (WBBM NEWSRADIO) - The father of an 8-year-old girl who was allegedly murdered by her mother in their Uptown apartment last month blames failures by the Illinois Department of Children and Family Services.

Andreal Hagler, according to police, said her daughter, Amaria, refused to drink some bleach she poured her — so, high on PCP, Hagler covered the girl’s head with a plastic bag as her daughter shouted, "Mommy, stop!"

"She knew her mama was trying to kill her - her last moments. "That's what eats me up even more," the girl’s father, DeMarcus Osby, told CBS 2.

He said he tried to get custody and hours before her murder there was a visit from DCFS. Osby said Amaria told a caseworker her mother was beating her. The visit came 60 days after he called a hotline to report abuse.

The visit, or an attempt, was supposed to have occurred within 24-hours.

Sixty days? Honestly, a slap in the face. They could have got her. They could have got my daughter. They could have got my daughter and saved her life," Osby said.

He went to the Cook County Medical Examiner’s Office to identify his daughter’s body.

He said he saw bruising, which he believes was evidence of abuse.
DCFS said in a statement, during their visit the day the girl was killed "the investigator noted no signs of abuse."
