Gov. J.B. Pritzker declared a state of emergency ahead of the storm, which forced lawmakers to cancel meetings on Tuesday through Thursday.

Wednesday was set aside for a joint legislative session to hear Pritzker deliver the annual State of the State address and propose a new state spending plan. Pritzker will proceed with the speech, but at the historic Old State Capitol in downtown Springfield.
