Differing accounts of CPD officer’s fatal shooting of 24-year-old emerge

CHICAGO (WBBM NEWSRADIO) — There are inconsistencies in how Chicago police and the Civilian Office of Police Accountability (COPA) believe a CPD officer’s fatal shooting of a 24-year-old man took place on Saturday.

Police said Reginald Clay was seen leaning into a car at about 10 a.m. on Saturday on the 3800 block of West Flournoy.

When officers stopped, police reported Clay put his hand in his waistband and ran. There was a foot pursuit.

“That individual turned toward the officer, brandished the handgun and the officer discharged their weapon, striking the individual,” said Rahman Muhammad, CPD’s deputy chief of detectives.

COPA, though, reported nothing about Clay displaying a handgun — only that one was recovered at the scene.

In an update released Monday afternoon, COPA said Clay was “turning back to exit the gangway, in the direction of the officers,” after which one of the officers fatally shot Clay.

The agency’s first deputy chief administrator, Ephraim Eaddy, said COPA’s initial review of evidence led to a preliminary finding that Clay was not shot in the back, as suggested in earlier reports.
