State lawmakers sponsoring bill to clarify leadership roles at Illinois Tollway

(WBBM NEWSRADIO) --Illinois lawmakers are looking to clarify who’s in charge at the Illinois Tollway.

The Tollway’s part-time Chairman, Will Evans, who’s paid 36,000 dollars a year, was given the authority by the board to restructure the agency. The move took power away from Executive Director, Jose Alvarez, whose salary was $220,000 a year.

Evans told lawmakers he has the authority to act as both Chairman and Executive Director.

Some state lawmakers say not so fast.

According to the Daily Herald, The Illinois Legislative Latino Caucus wrote to Gov. J.B. Pritzker in November, saying, "It is highly unusual for a board chair to have a direct reporting structure that takes leadership responsibilities away from the executive director."

The Herald also reported that State Sen. Laura Murphy is a co-sponsor of legislation that would clarify who’s in charge.

It is “clearly evident there (are) structural problems," she said.

Evans changed the chain-of-command at the scandal-plagued agency and fired two administrators recruited by Alvarez.
