Minneapolis Mayor Jacob Frey clarifies city's position on no-knock warrants

Minneapolis Mayor Jacob Frey clarified the city's newest policy when it comes to the so called no-knock warrants following the shooting of Amir Lock.

“We have now put into place a moratorium that prevents both the issuance of a no-knock, no-announce warrant, and prohibits the execution of a no-knock, no-announce,” Frey says. “In other words, there will neither be the issuance nor the execution of a no-knock, no-announce warrant.”

Frey does say there may situations that will necessitate an immediate entry. In situations which are extremely dangerous, officers can still enter without knocking but those situations don't require a warrant anyway.

“There is always an exception for extremely dangerous circumstances where they may be loss of life,” Frey explains.

On the topic of his interim Police chief and calls for Amelia Huffman's firing Frey says he's standing behind her.

“I didn’t appoint her to serve as interim chief in only good times,” Frey said. “We’re working as hard as we possibly can to keep the public appraised, and ensure safety through another trying time in our city’s history. The goal right now is to move quickly and expeditiously towards a permanent policy that keeps people safe.”

Frey also says that he supports the ongoing investigations by the Bureau of Criminal Apprehension and Minnesota Attorney General Keith Ellison.

“Following the investigation there will be a determination on charges from both the Attorney General Keith Ellison as well as the District Attorney here, Mike Freeman,” says the mayor. “I fully support both the investigation as well as the determination on charges.”

The Minnesota State Legislature is also looking at imposing tougher restrictions on no-knock warrants.
