Today, the New Orleans City Council begins the precedent-setting procedure of confirming a top mayoral appointee -- in this case, chief of police.

"It'll be a full-day meeting," said New Orleans City Council President J.P. Morrell.

Interim Superintendent Ann Kirkpatrick will get the first half of the day before the Governmental Affairs Committee.

"She'll present, kind of, her vision, for what's the department's going to be. We'll ask questions," Morrell said. "Our job is to vet this person to make sure they're competent, they have a plan, and they don't have any disqualifying features."

Then after a recess around noon, the committee will come back and let the public have their say.

"Whether it be from individuals, community leaders, business leaders, whomever, whether they support or oppose ultimate confirmation," Morrell said.

If the committee votes to approve the nomination, then it will go up for a vote before the entire City Council on October 19.
