As it stands, Troy Henry (owner of Henry Consulting) remains positioned to take over the much-disputed $73 million French Quarter trash contract come August 1st, despite blowback from the City Council and French Quarter businesses and residents.

So far, any attempt to thwart the new contract has failed. But this week, opposition to Cantrell's decision to cut short IV Waste's French Quarter garbage contract took another step forward.

As reported by NOLA.com, Felix's Restaurant and Oyster Bar owner Daniel Conwill filed a lawsuit against Mayor LaToya Cantrell. Conwill is filing the lawsuit alongside another French Quarter resident, Marina Costopoulos.

The lawsuit echoes the arguments of New Orleans City Council members, who claim Henry's contract is invalid, given that the City Council did not vote to approve it. (Civil District Court judges have, up to this point, ruled against the city council on this matter, but the council has appealed, and that ruling is pending.)

Conwill's lawsuit references an ordinance that states the council must vote to approve larger city service contracts of over $1 million.

Conwill also argues that Henry Consulting, which would contract trash collection out to Richard’s Disposal, would result in poorer city services compared to those of IV Waste, which residents and business owners have praised for its quality of service since taking on the emergency trash contract in December.
