Early voting for the March 29 elections begins on Saturday and continues through the following Saturday, March 21. While the four Louisiana constitutional amendments are taking center stage, voters in many Southeastern Louisiana parishes will have local issues on their ballots, including tax propositions, homerule charter amendments, and municipal elections.

Here is a look at what will be on the March 29 ballot.

CONSTITUTIONAL AMENDMENTS

Amendment 1:
If approved, the Louisiana Legislature would be granted the power to create special courts not limited to parish or judicial district boundaries. The amendment does not limit the legislature as to what types of courts it could create or what powers those courts would have.

Amendment 2:
This amendment, 115 pages in length, would rewrite the tax-and-spend portion of the Louisiana Constitution. The amendment includes provisions to undedicate constitutionally-protected funds so that money can be used however the legislature pleases, would make a $2,000 stipend for teachers permanent, and cap the state's income tax top rate at 3.75 percent.

Amendment 3:
This amendment would remove the list of 16 crimes for which juveniles can be charged as adults in Louisiana. If approved, the legislature would have the authority to create a more expansive list of crimes for which someone 17-years-old or younger could be charged as an adult.

Amendment 4:
This amendment would require the governor to set special elections for judgeships for the next possible election date. Currently, the governor has a 12-month window from when the judicial vacancy began to call a special election.

JEFFERSON PARISH

West Jefferson Levee District
The district is seeking a renewal of a 4.75-mill property tax that would raise an estimated $6,551,596 annually between 2028 and 2037. That money would be used for the maintenance, construction, and replacement of flood and hurricane protection structures in the district, including the Bayou Segnette Complex, Harvey Sector Gate Complex, and the district's portion of the West Closure Complex.

LAFOURCHE PARISH

Bayou Blue Fire Protection District
The district is seeking a renewal of a special 20-mill property tax that would generate an estimated $1,115,964 annually between 2027 and 2036. That money would be used to operate fire protection and emergency medical services in the district, including acquiring, building, and maintaining buildings, property, and equipment.

Fire Protection District 4
The district is seeking a renewal of a 6.02-mill property tax that would generate an estimated $101,500 annually between 2027 and 2036. That district would use that money to fund the state retirement systems as provided by law and to acquire, build, and maintain facilities and equipment, including fire trucks.

City of Thibodaux
The city is seeking a renewal of a 5-mill property tax that would generate an estimated $645,000 annually between 2027 and 2036. That city would use the revenue to fund the state retirement systems as provided by law and to operate fire protection and emergency medical services in the district, including acquiring, building, and maintaining buildings, property, and equipment.

ORLEANS PARISH

Lakeview Crime Prevention District
The city is asking voters to approve a new flat parcel fee to fund crime prevention and security services in the district. If approved, the fee would not exceed $150 and would be collected from January 1, 2027 until December 31, 2036. Under the measure, the Lakeview Crime Prevention District's board would be empowered to set the fee's amount.

PLAQUEMINES PARISH

Parish Charter Amendment
The amendment would create the Plaquemines Port Commission. The new commission would be the governing authority of the Plaquemines Port, Harbor and Terminal District, taking over those responsibilities from the Plaquemines Parish Council.

ST. JAMES PARISH

Law Enforcement District
The St. James Parish Sheriff's Office is seeking a renewal of a 12.50-mill property tax that funds its operations. The tax would raise an estimated $9.5 million annually between 2027 and 2036.

ST. TAMMANY PARISH

Parishwide Library Proposition
The parish council is seeking a renewal of a 4.35-mill property tax to fund the St. Tammany Parish Library. The tax would generate an estimated $13,510,265 annually between 2025 and 2039. That money would be used to build, acquire, improve, and maintain library facilities.

Road Lighting District No. 10
The parish council is seeking to assess an $80 annual service charge per structure or lot for next 10 years. The fee would raise an estimated $2,560 annually between 2025 and 2034. That money would be used to pay for road lighting and maintaining and operating road lighting facilities in the district.

Sales Tax District No. Three
The parish council is seeking a 25-year renewal of a two-percent sales tax currently in effect in the sales tax district. That tax would raise an estimated $88,948,127 annually between 2031 and 2054. The tax, which has been in effect since 2005, is used to pay expenses incurred by the criminal division of the 22nd Judicial District Attorney's Office, the judges of the 22nd JDC, and St. Tammany Parish Justice Center.

Village of Folsom
The village is seeking a renewal of a one-half-percent sales tax that funds the Folsom Police Department. The tax is expected to generate an estimated $250,000 annually between 2026 and 2035.

TANGIPAHOA PARISH

Mosquito Abatement District No. 1
Parish leaders are seeking the renewal of a 4.98-mill property tax that funds mosquito abatement operations in Tangipahoa Parish. The tax would raise an estimated $3,014,208 annually between 2027 and 2036.

Law Enforcement District.
The Tangipahoa Parish Sheriff's Office is seeking to repeal the 10-mill property tax currently used to fund its operations and replace it with three-quarter-percent sales tax that would run in perpetuity beginning on July 1.
