New details surface from New Orleans Homeland Security and Emergency Preparedness Director Collin Arnold’s DWI arrest report.

As news outlets report, Arnold’s arrest report says NOPD officers were dispatched about 12:30 a.m. to the 2700 block of Canal Street after a security guard reported Arnold had crashed what was later reported to be his city-owned Ford Explorer into a parked car.

According to the NOPD police report, the responding officer found Arnold allegedly asleep at the wheel and the smell of “a strong odor of an unknown breath" on Arnold’s breath.

"The driver's speech was slurred, spoke in incomplete sentences, and had droopy eyes as if he was about to fall asleep again," the report said.

As reported, police say Arnold failed a field sobriety test.
When officers asked if he worked for the city, Arnold answered yes but did not say what position.

Believing he was intoxicated, the officer handcuffed Arnold and as they walked back to the officer’s vehicle, Arnold falls onto the street, hitting his head, according to the report.

Emergency medical workers took Arnold to the hospital where he received stitches in his head, according to the report.

He was later booked into the Orleans Parish Justice Center on one charge of driving while intoxicated and careless driving. His court appearance is set for January 19.
