Senate Bill 711 has taken it's first step to legalizing medical marijuana in NC. The bill passed the senate judiciary committee and now goes to the senate finance committee. If the bill gets signed into law it would allow cannabis use for certain medical conditions. This bill does not allow for recreational usage of marijuana and also limits the number of dispensaries to 40 in the state. You can read more about this here.
