Officers responded to the pier parking structure in the 100 block of West Torrance Boulevard around 6:10 a.m. Feb. 16 after a worker found an unconscious person in a stairwell. The man, 43-year-old Teddy Campos, was pronounced dead at the scene, police said.

According to the county Medical Examiner, he died of a gunshot to the head and neck.

It was unclear what may have motivated the shooting. Police said they were led to Martinez through tips from the public and "details identified through the investigation."

Martinez was tentatively expected to appear in court Friday in Torrance.

Anyone with additional information on the shooting was urged to call the Redondo Beach Police Department tip line at 310-339-2362 or email crimetips@redondo.org.
