The news was shared in a memo issued from the Office of Management Budget on Wednesday, the day after the order was first put in place.

The memo says the order was fully rescinded.

ABC News reporter Steve Portnoy said in an X post that the confusion in state capitals that resulted from the freeze was described by White House officials as a “fake news hoax.”

This is a breaking story that will be updated as more information becomes available.
