Jyahshua A. Hill, 20, was arrested on Monday and charged with animal cruelty for tying a dog (later known as Tommie) to a pole in Abner Clay Park in Jackson Ward, dousing him with a flammable liquid and then setting him on fire back in February. Tommie was taken into the care of Richmond Animal Care and Control where he later died. His killing sparked national outrage and led to the creation of Tommie's Law which makes animal cruelty a felony in the Commonwealth.
RACC led a fundraiser which raised over $25,000 to go towards a reward for info leading to the arrest of the person responsible for Tommie cruel death.
