There is already a law that kind of covers this. The current law covers soil, sand, mud and gravel! While it doesn't cover grass clippings, it does cover “other substances" and grass clipping could fall under that category. All of these substances are said to be harmful to people riding bicycles and motorcycles. They are said to cause bicycles and motorcycles to lose traction.
