The body of a former Navy lieutenant will be disinterred from Arlington National Cemetery, 30 years after he was executed for murdering and raping a female sailor.

A provision in the 2023 National Defense Authorization Act, introduced by former Rep. Jackie Speier (D-CA) and signed into law by President Joe Biden last December, requires the remains of former Lt. Andrew Chabrol to be removed from the cemetery by Sept. 30, according to the Navy Times.

Chabrol died in 1993 in the electric chair for the 1991 kidnapping, rape and murder of Petty Officer 2nd Class Melissa Harrington. Chabrol blamed Harrington for ruining both his career and marriage after she reported him for sexual harassment.

In his journal, Chabrol outlined his plan for revenge in what he called “Operation Nemesis,” according to the Washington Post and other news accounts.

ANC Media Relations Officer John Harlow told Navy Times that the schedule for Chabrol’s disinterment would be coordinated with his family and would not be open to the public.

“The disinterment of human remains is a private family matter and is handled in a dignified manner without ceremonial elements,” he said.

Chabrol completed his military service honorably, which allowed him to arrange to be buried in Arlington, according to Navy Times.
