The Army Transformation Initiative is intended to reevaluate Army requirements and eliminate any that are unneeded in order to "empower leaders to take risks and learn from failure," according to Army Secretary Daniel Driscoll.

"The Army Transformation Initiative will make us into an Army that is lean, agile and relentlessly focused on empowering its soldiers. We need to get rid of what we don't need, acquire what we do and chisel our organization down to a lean, lethal fighting machine," Driscoll explained during a congressional hearing in May.

The Secretary of the Army went on to complain that the Army acquisition process has been hijacked by lobbyists and bureaucrats, using the world "calcified" to describe the current state of the Army.

Army Chief of Staff Gen. Randy George testified alongside the secretary, explaining to Congress that technology is rapidly changing battlefield realities, specifically citing artificial intelligence and autonomous systems.

Secretary Driscoll said that with the Army looking at scrapping unneeded programs, they would instead, "procure modular, open system architecture designs that can be repeatedly updated."
