Los Angeles County’s Breathe Guaranteed Income Program is expanding its services to young people transitioning out of foster care.
More than 2,000 people in foster care between the ages of 18-21 may receive monthly stipends of either $500 or $1,500 for 18 months.
Veronica Pawlowski, with the L.A. County Department of Children and Family Services, told KNX News’ Karen Adams this expansion is needed because that age is a vulnerable time for people exiting foster care.

“And so, you know, these efforts to have some level of guaranteed income for young people exiting foster care. It's L.A. County, it's the state, there's a national effort,” she said. “So I would say that there's been success locally but also that there's a larger recognition that this is a program that is needed and that has, you know, proven good outcomes for young people.”
As of June, there were more than 21,000 children and young adults in L.A. County in foster care. Around 2,500 of them were 18 or older.
