Smoke can be seen billowing from the complex.

Dallas Fire-Rescue is on the scene and says this could be a kitchen fire in a restaurant in the apartment complex.

Several streets in the downtown area have been blocked off.

From DART: All rail lines experiencing delays due to a nearby building fire at Akard Station in Downtown Dallas. Currently no rail service through downtown. Passengers need to look for shuttle buses at Victory, West End, Deep Ellum and Pearl/Arts District stations. Thank you for your patience.
