Every night a resident there plays his bagpipes at 6 p.m as a way to lift his neighbor's spirits. He's been playing for about 100 nights now. Michael Luckenbill heads down his driveway everyvday day to treat his neighbors to a 15-minute concert. He says he plans on continuing the new tradition until someone asks him to stop.
