KMOX Legal Analyst Brad Young weighs-in on a proposal from County Exec Sam Page to shift maintenance of arterial roads to local municipalities. He says state law says a, 'county cannot keep a road, and hand somebody else a bill.' Young also says the use of federal funds for 'public service' announcements that come close to political ads is a 'very subjective.'
