For discretionary contracts under $200,000, state agencies are allowed to bar 00:46 white men from even being considered at all and all other over 200,000 contracts, 200,000 dollar contracts where white men aren't barred from competing, agencies are still allowed to award them to women or minority-owned businesses that are five percent more expensive than a bid from a business owned by a white man. 01:12 Now the original version of the bill set the threshold at under $100,000 and included a clause allowing white men to compete if there was no competition. Once you look at the danger gap, well, because they had all of this power, it went to their heads, and now they think that, and they literally do, they live in this fantasy land.
