A major public safety dispute is unfolding in New Orleans. ASAP, the company that provides GPS ankle monitoring for many defendants in Orleans Parish, says the city owes millions of dollars in unpaid invoices and is warning it will begin withdrawing its monitoring services if the debt isn’t paid.
