In the ruling, the 24th Judicial District Court found that the agreement between the public benefit corporation, Jefferson Facilities Inc. (JFI), and private entities—including Port Orleans Brewing Co. and Avo Taco—constituted a gratuitous donation of public funds to a private entity, violating state law.
