Across California, there are some animals in shelters because their owners are accused of some type of neglect, and the court cases that the animals are associated with are going nowhere in court. As a result, the animals can't be adopted. Assemblymember Matt Haney of San Francisco wants that to change. KNX New's Craig Fiegener has that story.
