Is Tom Emmer right or wrong on immigrant assimilation? Maybe both?

Jason talks about Congressman Emmer's comments at a Town Hal where he suggested immigrants should assimilate or "go the hell back where they came from." Is that a dog whistle? Or is there a fair point in there somewhere?
