The longest U.S. federal shutdown ends; what does this mean for immigration now?

The Department of Homeland Security shutdown is finally winding down, bringing an end, at least for now, to the longest federal shutdown in U.S. history. But, questions remain about what it actually accomplished, who it impacted, and what it means going forward for Washington.
