The NTSB is investigating a skydiving plane crash that killed 12 people in Missouri.
The plane went down shortly after taking off from the airport, about 65 miles south of Kansas City.
The single-engine turboprop plane was operated by Skydive Kansas City. It had already completed two jumps earlier that day.
The airport manager says he thinks the plane was losing power and tried to make it over the highway and land, but it stalled and went down nose first and caught fire.
Aviation safety expert Jeff Guzzetti says poor maintenance has been a factor in a number of previous skydiving plane crashes because these companies are not held to a high standard under FAA rules.
