Insider says Steelers haven't made JPJ an offer

Is it true that the Steelers haven’t even made an offer to Joey Porter Jr. yet? It’s late August and the season starts in a few weeks. That seems bizarre. Why not even make a lowball offer? The Steelers seemingly want Porter to practice before signing a deal, but there is no deal to sign.
