HOUSTON (SPORTSRADIO 610) - The Houston Texans announced today the non-exclusive franchise designation has been placed on DE/OLB Jadeveon Clowney.
“Today, we have placed the franchise tag on Jadeveon Clowney, but our goal is to continue to work with his representation on a long-term contract,” said Texans General Manager Brian Gaine. “This gives us both an opportunity to continue to do so.”

March 4, 2019 A non-exclusive franchise designation means that Clowney may negotiate with other NFL teams, and if Clowney signs an offer-sheet from another team, the Houston Texans have a right to match the terms of that offer. If the Texans do not match the offer, the player is lost and the team is entitled to receive two first-round draft picks as compensation.
A big question that lingers is if Clowney will be designated at linebacker or a defensive end? Sean Pendergast, from SportsRadio 610's the Triple Threat, explains that the NFL determines if Clowney is designated as a linebacker or defensive end.
