It was a move that admitted a mistake made by the front office in free agency, to bring in an aging cornerback who didn't make the roster better.
The excuse provided on timing is that the team wanted Scandrick to have a chance to find an opportunity elsewhere.
And now he has.
According to NFL insider Tom Pelissero, Scandrick got a modest offer on the free agent market:

August 19, 2018 Thanks to the buyer's remose, the Redskins are still on the hook for about $500,000 in dead cap space for each of the next two seasons, but succeeded in opening up some additional cap room this year. Scandrick got more than the veteran minimum from the Chiefs because they were not the only team interested in his services.
The Chiefs may have even saved from the Redskins from having to go against Scandrick twice this year as a member of the Giants:

August 19, 2018 Scandrick goes to a Chiefs team that has both former Redskins nickel Kendall Fuller and former Redskins corner David Amerson on the roster.
No doubt, some fun stories about the Redskins will be exchanged in that corner of the locker room.
