Clemmings, 27, appeared in four games for the Raiders in 2018 before being placed on injured reserve with a knee injury in November. He was drafted by the Vikings in the fourth round in 2015.
In a corresponding move, Chicago waived offensive lineman Tommy Doles, who started the at Northwestern in the past three seasons.
