Chicago also signed receiver Alex Wesley, released receiver Trevor Davis and placed tight end Darion Clark on injured reserve.
The addition of Santos doesn't mean the Bears have a kicking competition, coach Matt Nagy said in recent days. Incumbent kicker Eddy Pineiro is dealing with groin soreness, and the Bears wanted a healthy kicker in practice and also needed insurance as the coronavirus remains a concern.
Santos, 28, played for the Bears in 2017, appearing in two games and converting 1-of-2 field-goal attempts.
Santos struggled mightily with the Titans in 2019, converting just 4-of-9 field-goal attempts in five games before being released.
