In corresponding moves, Chicago recalled reliever Kyle Ryan, reliever Keegan Thompson and infielder Ildemaro Vargas.
Arrieta is 3-3 with a 4.31 ERA and 1.31 WHIP in six starts this season. He allowed seven runs in 3 1/3 innings in the Cubs' loss to the Reds last Friday.
Hoerner is hitting .389 with a 1.056 OPS in 11 games. He suffered his injury in a collision with center fielder Ian Happ on Sunday, when the Cubs lost a wild 13-12 game to the Reds. Winkler has been one of the Cubs' best relievers, posting a 0.84 ERA in 13 appearances.
Ryan has thrown 2 2/3 scoreless innings in two appearances this season. Thompson has thrown one scoreless inning. Vargas has appeared in two games and is 0-for-2.
At 12-16, the Cubs are tied with the Pirates for last place in the NL Central.
