(WBBM NEWSRADIO) -- An Evanston City Council Committee has approved an amended public nudity ordinance that leaves a lot to the imagination and forwarded the measure to the full council.

While the proposal from Ald. Devon Reid has been described by some as allowing women to go topless at beaches and other public places, he says it’s really about equality and protecting taxpayer dollars.

The ordinance would change language to be gender neutral. Officials settled on language that bars people from being in public who are “not properly and decently clothed.”

Presumably, it would be up to police to decide if someone is breaking the law.

“It would modify our nudity ordinance in a way that basically would say yes to going topless,” Council Member Eleanor Revelle said. “But residents have not contacted me clamoring for topless beaches. In fact, just the opposite.”
